The thing is, House did the thermometer bit *after* Cop Guy challenged him and tried to bully him back - it was revenge for CG knocking his cane away and generally getting in his face.
(It was totally wrong to do that to CG, mind you, but CG had clearly already taken Mortal Offense even before it happened.)
